1. Create the image to make GIF.

2. Open Photoshop

3. Click on File - Scripts - Load Files into Stack  

4. Open image

5. Click on Window - Timeline 

6. Click on Create Frame Animation

7. Click Make frames from layers

8. Determine the time/delay per frame.

9. Play your GIF.

10. Save for Web as GIF.
